London (CNN) -- British soldiers will be asked to act as temporary placeholders in premium seating at Olympic events, as organizers attempt to avoid the spectacle of empty seats at venues.

The approach of filling venues with soldiers -- initially brought in to provide security at the Olympics following issues with a contractor -- began after accredited seating allocated to officials, athletes, sponsors and media went unused for stretches of the first weekend of competition.

A spokeswoman for the London organizing committee said Sunday it had begun offering empty seats in accredited areas to soldiers who had finished their security shifts, but remained on the grounds.

"If they want to sit there and watch, they can," said Sebastian Coe, chairman of the organizing committee. "It's not mobilizing the army to solve this."

Organizers promised to take urgent action the issue in response to embarrassing images of empty seats at swimming, gymnastics, tennis, volleyball and dressage events.

Fans had expressed anger that the seats were going unused when members of the public had missed out.

Organizers planned to place members of the public in the unused "accredited seats," which typically had some of the best views of the action, through a variety of approaches, said the spokeswoman. Tickets would be released for sale to the public where possible, as they had been in the case of 1,000 gymnastics tickets which had been offered and sold overnight.

Some would be filled with students from London schools, who were already on the Olympic Park, through an initiative known as the Key Seats program, while others would be given as "upgrades" to members of the public in poorer seats.

Organizers are also implementing a Wimbledon-style scheme to recycle tickets at hockey, basketball, handball and water polo double-bills, where some fans have been leaving after watching their team. On the first day of competition, about 300 handball tickets were re-sold to people already at the Olympic Park.

Coe insisted the venues were "stuffed to the gunnels" with fans, and suggested empty seats were to be expected in the early stages of the competition "as people are figuring out how and where they're going to spend their time."

"Let's not run away with ourselves here," he told reporters. "This is a moveable situation, it will resolve itself quite quickly."

He said it was not unusual for members of official delegations to have heavy commitments.

"My day yesterday is a good example -- I went to about four venues and only stayed for about an hour in each one."

Colin Moynihan, chairman of the British Olympic Association, said full venues were important for athletes and fans, and suggested implementing a "30-minute rule" whereby seats would be forfeited if left vacant. "I just want to see absolutely every seat filled," he said.

"We owe it to the British sporting public to give them an opportunity to attend one of the most historic sporting events of their lives."

But Coe said he believed the organizer's response was more proportionate.

The empty seats provoked a range of responses from dismay to anger on social media. Twitter user @stevegtennis posted a picture of a block of empty seats at Wimbledon with the message: "Sorry to report there are loads of empty seats at the #Olympics tennis. Outrage. Please RT (re-tweet) in protest."

Another user, @marksregard, complained: "All those empty seats...and I know folks that tried for months to get tickets and were unsuccessful."

Reports that Olympic sponsors were to blame for the empty seats prompted a number of official sponsors, including GE, Visa, P&G and Coca Cola to issue statements that they were using their allocations responsibly.

But organizers said the sponsors were not to blame for leaving seats empty. "Sponsors are turning up," said Coe.

Earlier, British culture secretary Jeremy Hunt told the BBC the empty seats were "very disappointing" and promised organizers were "going to do everything we can to make sure we fill up these stadia."

"If they're not going to turn up, we want those tickets to be available for members of the public, because that creates the best atmosphere," he said.

"I was at the Beijing Games, in 2008... and one of the lessons that we took away from that, is that full stadia create the best atmosphere. It's best for the athletes, it's more fun for the spectators, it's been an absolute priority."

Clearly they should have had a nonunionized foreign contractor to deal with this dire situation, kept in like underground Coliseum likecages. I do like the comment that they didn't mobilize the army for this... no they didn't, just for everything else. Overall though, yeah, seats being filled does look better.

We had a similar problem at the Euro. They solved it by telling people sitting in the back that they could move to premium seating at no charge ;)

Then again, it wasn't as extreme as here...

So... do the contract workers for the private security firms have the option of this perk, or aren't they as deserving as the soldiers drafted to do the same work?

Going off of previous articles, there probably aren't enough private security contract workers there to fill the empty seats. :P

Countering "oh, we're making you send soldiers to secure the Olympics at government expense because we forgot to hire enough guys" with "let's give the soldiers a chance at free premium seats at the games" doesn't make the government's balance sheet cancel out. But I feel like on some level it's a good thing to do.

I'd say the soldiers are more deserving, seeing as how they didn't have a choice about the whole thing and were told on a couple weeks' notice, "Hey, guess what you assholes are doing for the Olympics?" Leaves cancelled, training classes missed for those wanting to move up, and for an extra happy fun bonus some of the troops affected had just gotten back from deployment to Afghanistan. I'd say the same things if they were cops or private security guards dragooned into service- they're more deserving of some free stuff at the Olympics because they got screwed over by the organizers' incompetence.

I say the contract workers are just as deserving. They are, after all, working to put on this extravaganza. Of course their contracted duties come first, but it's long been a perk for people working on major events to get to enjoy some of the event(s) when their duties allow for it.

Besides which it's their job - they're getting paid specifically to do this. If they rope in any plods to help out they'll get the overtime. Neither of which is true of the army.

Last I heard, soldiers weren't forced to live in half-flooded temporary trailer parks, either.

Sorry, I don't subscribe to "military"="inherently better human beings". Why not have Olympic seating as a perk for everyone doing guard duty at the Olympics after their work shift is over? Aren't they all doing the same work? Then why are some getting more than others for the exact same work?

Getting leave cancelled is nothing new in the military. Meanwhile, the contract workers are to a large extent (based on news reports) people who have been either unemployed or underemployed for years and on top of it are being forced to pay rent on their crappy accomodations.

Agreed. Lots of extra work in addition to the day job at very short notice because those who should have been doing the job fucked up deserves something extra. Especially if they're routinely treated like crap the rest of the time.

But as they get no additional pay for this we can guarantee that the privates working at the Olympics are paid less money than the security company employees.

Is it now discrimination to not give the perks to only the army?

Because they ordered the Army in on short notice to solve an immediate crisis, and didn't have time to set up a bonus payroll system to make sure they got paid the same?

Remember what an improvised, crisis-response thing the Army's presence is in this case.

I could argue that stepping in during a crisis is part of soldier's job and they therefore don't deserve anything extra for doing their ordinary duty... but I don't.

Yes, there are some fucked up issues here. That doesn't make any form of favoritism or anti-favoritism OK. I get the distinct impression from the media that the contract workers are perceived as lesser human beings than the military. Of course, it IS the media so it may be wildly inaccurate. There might also be some truth here. I just find it odd that people on this forum go from complaining about the horrible conditions the contract workers are kept in to saying they don't deserve to observe the very games they're guarding.

Yeah, but does this really qualify as a crisis? Soldiers in the UK have been used to fill roles before during strikes and the like, but theres a difference between no fire fighters or no one delivering fuel, actual serious threats to the life and economic functioning of the UK and the UK not being able to put on a big party it wants to put on because someone fucked up.

I don't want to get into a whole 'only security guards and policemen, not soldiers' thing, but this isn't a soldiers job. Its policing, and should be done by the police or security guards as the case may be, and you could make a legit argument that if the UK can't police an event they shouldn't run the event, not they should draft the army, who could be spending this time recovering from their tour, or training and preparing for their next one. It's not like soldiers just sit in the barracks all day when they aren't actually fighting a war, they do have shit to do, and taking time out of doing it to stand around in uniform giving directions to tourists and telling people not to shove isn't helping them do it.

I'm not saying the security guards shouldn't be given free seating or anything, I'm fine with the idea of unused seats being given to any staff working at the games, volunteer or otherwise, and the way a lot of the games staff are treated is piss poor, but I don't think its correct to say they are doing the same job. The contractors signed up to do a job, and so did the Army. The Army have been taken away from their job to do the contractors.
