IIRC, its only in Ryan's plan - Romney hasn't really presented his own plan with regards to that.

Yeah, the whole too big to fail thing makes me really uncomfortable, and it does need teeth. There are specific points that a guy like Romney would be great at fixing, it's too bad he's such a slimy jackass overall with mostly terrible policies.
