Did Romney just change his tax plan? Wasn't he going to cut rates 20% yet he's not lowering the total tax burden "on the 5%"?

This is a bullshit question. 72% isn't correct and hasn't been for a long time once you account for all factors. White women make 97-98 cents on the dollar that white men do and make more than any minority group.

Just managed to get home to watch the debate, so I missed that part and don't know if it was addressed in the debate, but I believe Romney likes to pretend that since he'll be closing loopholes the tax burden on the top percentages won't actually change.
