Oh yes, because I'm sure those heavily armed militants will just up and leave when asked to. If you don't get beaten or killed immediately, at least you've preserved your anonymity and thus your own and your family's safety - after all, they'll never figure out who you are or where you live when you lean out your bedroom window and shout: "GODDAMN HAMAS! GET OFF MY LAWN!"
Or maybe you could call the police who totally haven't been crippled by infighting between militant factions trying to control it or crippled by Israeli or Egyptian military and intelligence actions.
Or maybe you can just call up Israel and go: "BTW, there's some dudes about to fire a rocket from behind 45 Gaza Strip Lane, please don't counter-battery us." I'm sure that will go over brilliantly at the next body corporate meeting when you tell all the other tenants of your block about how you saved them from being shelled.
Maybe if you are particularly influential, respected, connected or just get lucky, you might actually succeed in in getting them to not fire - after all, there have been cases of this. But really, for the average/majority of residents is it even close to being an option?
