I think he believes that, in TESB, Luke's wingman that got shot down was Wedge (because Wedge was seen at a different point in the battle). However, that speeder that was shot down was piloted by Hobbie... and there's no evidence that those in the speeder were killed.

Hobbie was his Wingman(gets into oddball grey since Hobbie apparently dies in the Novel but takes General Veer with him but in later EU both are alive and well is usually considered not the case)

Originally, Hobbie was supposed to die with Veers. But they cut that bit out of the final version of the film, so I guess it overrides the novel.
