I honestly can't give Obama any credit for having a "strategy". Maybe I'm a cynic, but this seems like simple politics for him. He doesn't waste time legislating anything and he lets everyone else do the work on a state level while he goes down in history as the president who "evolved" into favoring gay marriage. It sounds perfect for him.

Anyhow, I don't see how him legislating on gay marriage is a big all-or-nothing issue here. I just think that he doesn't want to deal with it.

I thought the only way the President could make legislation is by working through or with Congressman and Senators?

I can't imagine an Executive Order to allow gay marriage would go down very well, for example.

Yes. Isn't that how he gets almost everything like this done?

The only time an EO would have happened would have been to stop DADA in the military, otherwise things have to work the old fashioned way.

I would imagine so. Though I see I should have added "he may figure it's not worth it/not going to pass."
