29th century feds
All available information is requested. Weapons Temporal tech and sheilds in particular.

Small shuttle-sized craft are capable of opening temporal rifts between different centuries and quadrants of the galaxy. Unstable rifts can destroy entire star systems. The small craft are armed with "molecular disruptors" or something, but Voyager countered one so they can't be that great. Shield strength is unknown, but enough to resist a transporter beam.
Computer power is enough for a 20th century guy to mess with Voyager's computers; of course real computers work little like the ones in Trek, where downloading the Doctor transfers him entirely.
The Relativity is a much larger vessel, armaments completely unknown. Its transporter can also traverse the galaxy and at least several centuries; however, several transports in quick succession are likely to cause temporal narcosis. The Relativity likely has the same temporal shielding that Voyager had in "Year of Hell", given that they ordered shields up when transporting Seven back to the past.
One other item: the Doctor's holographic emitter was the basis for One's extremely advanced personal transporter and shields superior to those of an entire Borg sphere. Borg technology was involved in One's creation, but I don't think nanoprobes are creative enough to invent all that stuff by themselves. It is very likely that the 29th cent. Feds possess technology equal or superior to One's goodies.
