Smartphone for my dad

I've been asked by my dad to find a new smartphone for him, due to all the help I got here when I asked about a phone for myself I thought I would try again.

His demands are relatively simple:
1. He is a construction worker, so it must be extremely rugged and reliable.
2. It must be no more than: 110 mm x 65 mm.
3. His last phone was a Sony Ericsson Xperia active, and the specs on the new one must be at least as good as that ones.
4. The price must be below 350 $.

What do you mean by "extremely rugged"? The pool of "extremely rugged" phones might be very small.

It must be able to survive being dropped and crushed (against his body) a bit, in addition it must be water and dust proof.

I've seen both CAT and JCB branded ruggedised Android smartphones advertised this year. Don't know how the cost/specs stack up as of Q4 2013 but I find it amusing that botique smartphones have gotten that far. :)
