The only villain I can think it working on is Redcloak (and going into melee range of Cleric that powerful isn't a good idea). It would be doubly useless on Xykon. The chaos saber would be effective against the goblins and hobgoblins (some of which had a lot of character levels) and Team Tarquin as well.

Assuming "Chaos Saber" means the Anarchic enchantment it deals an extra 2d6 damage to lawful enemies and bypasses DR/lawful.
But off the top of my head I don't think there is a "Chaos" enchantment, so odds are pretty good that it has whatever the hell powers Burlew thought would be appropriate for a high-level Chaotic Good swashbuckler like Julio.

I used "chaos enchantment" because it's shorter than saying anarchic enchantment.
Anyway. Yeah, it beats the hell out of bare hands. But from a narrative standpoint, why a Chaos Saber? Though I guess there is a possibility it's a houseruled enchantment that does something interesting.

Doubt it. It would be dramatically appropriate (in Tarquin's eyes) to pull it off this time, though. Given the way things went for him, I don't think the narrative would allow that to happen for him.

Cut him a bit of slack. Its been a long day in which he's lost a friend, been trapped in an illusion, almost blown up, fought an army, and would have died had Elan not had a plan that saved the day. Then he finds out that one of the party who he had least concerns about has actually committed a worse act than anyone else.
Its a lot to take in so I wouldn't blame him for not reacting as best he could. Comparisons with Belkar aren't really fair since Belkar has been an evil bastard the entire time he's been with Roy. Roy and V have always had some level of trust and Roy never saw what V got up to (killing Kabuta etc) while he was dead to tarnish that relationship.
I'm curious if Roy or V will tell the rest of the order about this.

I don't know, Belkar is petty little bastard, but that's precisely the word - petty. He doesn't kill innocent kids with gross magic misuse, something Roy easily glosses over despite it being his supposed defining event.
