Palpy did a very good job when you think of it. He brought order to a Galaxy in chaos. He kept at bay many alien races that where spoiling for a fight. He kept external forces away from his part of the Galaxy ie the Ssi Ruuk and the YV. And he made the economy pretty stable. He was able to build 25,000 ISD's in a short time yet he didn't raise taxes through the roof.

I would vote for Padme Amidala, out of those choices, and then Palpatine failing that. Actually, though, I would select most of the leaders from Babylon 5 over any of the ones listed here. I like their strength of character, and with most of them I like their ideals.

Palpatine: very effective, very efficient. However, there's that whole "evil dictator" thing. He would bring law and order, and I suspect peace protesters would have a remarkably short lifespan under his rule.
Lama Su: efficient captain of industry. Would probably result in a strong economy. However, he might not have much patience for non-conformists, and we really have no idea about his stand on human rights, etc.
Padmé Amidala: very attractive, but easily duped by a psychotic mass-murdering future Sith Lord spouting horrible lines, which means that she's gullible beyond belief.
Shinzon: anyone who grew up in a slave-labour mine and has no real goals or values in life other than revenge is not going to be a well-rounded person or a competent leader.
The Borg Queen: too fucking stupid to simply overwhelm Earth's defenses by sending more than one cube at a time. Also, there's that assimilation thing, which would really suck.
Chancellor Gorkon: skilled diplomat. However, he ran the entire Klingon economy into the ground and presided over he collapse of their entire military/industrial complex. One can't simply chalk it up to an accident; the Praxis accident was the result of long-standing Klingon policies and blatant disregard for public safety in search of efficiency.
Cthulhu: straightforward sociopathic monster as far as I know, although I'm no Lovecraft expert. This would make him a typical real-life politician.
So, out of all those candidates, I'd have to narrow it down to Lama Su, Palpatine, or Cthulhu. From those three, I'd pick Lama Su. At least the streets would be clean. Although it might get a little creepy when you realize that all of the cops look the same, and you'd have to wonder if there's some connection between those regular government-mandated blood tests and that guy you saw last week who looked an awful lot like a younger version of you ...
