Pathetically Simple HTML Question

Grr. This has bothered me for quite a while. You know on the canon database, those boxes that surround the entries? I assume those are a standard table, but notice the lines? Every so often I see standalone lines across a webpage.

See those little lines in between the sections? How the hell do I get those? I've tried to dissect the source code, but it's too complicated for my small mind to follow.
