Well, no, of course not. There's all sorts of statues you can use against such people, including ones regarding hazardous use of a firearm, "negligent discharge", and a boatload of others, but no explicit alcohol level for legal firearm use as there is for a car.

Drunk driving, theft, and murder are all illegal, but people still do them.

Used to be there was nothing explicit about boating while drunk (suppose it didn't matter that much before power boats when fishermen used muscle power and oars) but that's changed recently. Now, even if you don't cause a problem or accident or damage they can pull you over on the water and ask you to blow in the little gizmo. Same alcohol level for legal as driving as car. Think they should do the same for firearms - if you aren't sober enough to drive you're not sober enough to pick up a gun, even if you haven't caused a problem (yet).

Mind you, we are talking about the US here. There might well be some states where such a law is already on the books, it's just not universal. Hell, I think it's still legal to drive while drinking a beer in Texas, you just have to keep your blood alcohol under the legal limit while doing so. (Yeah, right)

Germany has stiff penalties as well and yet it is almost always common for hunters to carry with them flasks filled with 40% and above alcohol.

Most of the hunters I associate with do not drink and hunt or drink and handle firearms, but then, while we're not teetotalers me and my friends don't drink very much anyway for any reason.
