OK, after having my old motherboard go on the fritz (loud audible whine when POST should begin, no video output, EMI up the wazoo) I went out and got an Asus A7V8X mobo, along with a better quality CPU heatsink/fan.
After reinstalling all the assorted equipment, I notice that the IDE hard drives and CD-ROM refuse to power up. When the IDE cable is disconnected from the motherboard, however, I can hear them go through their init procedures.
I've checked to make sure that the IDE cables are installed correctly, and the IDE controller is enabled in the BIOS.
So, does anyone have a clue what gremlin just got into my computer? (That computer has been a pain in the ass ever since I first set it up... *sigh*)

Phong is right.
Trust me on this one, you vant one HD as MASTER and the other as SLAVE
Can't count all the time that I had to fix hd and cd when both of them where set to master.
BTW CS = Cable Select sux.

I believe they're set to master and slave. They were working fine with my other motherboard, by the way.
I might as well give cable select a shot...

OK, an update: Changing the jumper settings does not help at all. Whenever the IDE cable is connected, the hard drives refuse to power up; when I disconnect it and apply power, I can hear them spin up.

Nevermind, problem solved. I forgot that my secondary IDE cable is wired backwards (pin 50 is marked in red instead of pin 1). Flipping that cable around and disabling the ATA boot ROM in the BIOS seems to have fixed my problems.
Now to see if I can run the RAM at full speed...
