For some reason my steam doesn't want to boot up at all atm, all I get is a failure to connect message when I boot up after which it totally refuses to do anything even work in offline mode meaning I cannot use any games that use steam atm.
it started today as well.

I got that yesterday. I used task manager to kill all Steam processes and then Steam started up normally.
If you want an easy way to do that, tell Windows to restart and wait for the reboot.
