Saddam isn't that insane, or at least I hope so. Killing his own people means nothing to him, so he'd be best of to wait until American and British forces are inside major urban areas and then use gas.

well yeah that'd be the best strategic position, since the troops would be holed up inside a city. but the mere fact that chems are now fully within the RGs arsenal is.. frightening.
Not yet, possibly only when Saddam is with its back to the wall, will he use WMD's, even if Baghdad falls, there's still the Tikrit region, where he has a lot of support.
After all, there aren't any assurances that he is IN Baghdad, there's a lot of country out there for him to roam about.

OK, what I mean is, Saddam still has a lot of freedom, and the strategically important places of political power aren't being directly threatened, yet. Besides, he's delusionally relying on the Special Guards and Fedayeein (or whatever) to halt the "criminal invaders". Anyway, his back isn't against the wall, yet.
The use of WMD will come when he sees no other option, when there will be no escape for him.
