This is a sort of what-if scenario...
How would things work out if:
1) Venko in Iron Man 2 didn't try and kill Stark, and instead decided to sell his independent development of the Arc Reactor and expertise to Hammer.
2) Hammer, now with Venko's help, developed both powered armor suits and drones, (consider these on par with Venko's "Crimson Dynamo" suit from the end of Iron Man 2 and the drones shown as well).
3) The US Government, totally separate from Shield, produced large numbers of the suits and drones and formed their own specialized units using them.
Alternate MCU Timeline...

Presuming Hammer was capable of actually making something effective with Vanko's help, then the government becomes much more able to handle major league threats without the Avengers having to step in, the Avengers have a diminished role, and the government likely tries to regulate them much sooner (though it may be less of an issue without the Sokovia incident).
Stark's business empire will likely take a serious hit as well.
Unfortunately, Hammer is corrupt and not terribly competent. If he's not Hydra, he probably does business with people who are. And Hydra has heavily infiltrated the US government in this time frame. Which means that their Winter Soldier coup likely either succeeds, or at minimum requires the full intervention of the Avengers and a much larger conflict to thwart.
Collapse of the US government and/or Hydra dictatorship are real possibilities, considering how close it came even in the canon timeline where Hydra didn't have access to a bunch of its own Iron Man-level suites.
Its hard to predict though, because of the butterfly effect.
