That isn't going to happen in reality. Even as the United States could potentially stop using it entirely(the upside to fracking as much as green energy), and China has even leveled out consumption(nuclear rather than green energy is picking up the slack), India is looking to double production(and corresponding consumption) by 2020.

Solar will undoubtedly win in the long run, but not fast enough to do anything about climate change for the time being. We're stuck with it. The Apollo program is a joke in comparison to this sort of problem. The United States alone was easily able to go to the moon. The problem with climate change is that it requires every nation to completely agree that it is necessary to take drastic steps and agree as to the means to do this. And as we see with the India example, that isn't happening anytime soon.

For the absurdly simple version of the underlying question: Should prosperous nations have to pay for the right to continue producing CO2 to stay at an existing level of development? Or should they be allowed to pull up the ladder behind them and leave the undeveloped world in at best relative poverty?

We'll probably just muddle through, rich countries doing better than poor countries both because most of them are further north, and because they have more money. Some of the poorer countries at least seem interested in taking unilateral and joint steps to reduce climate change.

At least we'll have plenty of tomatoes and lettuce. Both of them appear to be very amenable to being grown in-doors, in tightly water-managed conditions.
