The key paragraph in that report is:

Whatever happens will not happen quickly. It will take thousands of years and there is no evidence that when it has happened in the past it has seriously affected life on Earth.

This is a very common occurence - is the major premise behind magnetostratigraphy, and never seems to correlate with major biotic events, so we can all relax.

I don't know why anybody should act surprised that the Earth's magnetic field is not completely stable; this is not news. It is generated by turbulent motion of molten metal within the Earth's mass; this is obviously not a completely static phenomenon.

'Relatively recently' meaning... sometime within the next ten thousand years or so... I wouldn't worry about it too much... it's like the whole 'giant asteroid coming to wipe out most of life'. Sure, it's bound to happen again, but the odds of it happening soon are pretty darn remote.
