Come on, did ever occur to anyone we never see ANY of the rest of the Imperial front or warfleets? We never see Thrawn running an Empire.
Thrawn never ran any Empire, He commanded the Empires Navy, The Navy answered and still does to the Imperial Moffs who rule the Imperial Sectors.
Please read the Essential Chronology.

Thrawn was clearly in both political and military control of the Empire, as Supreme Commander, just as Pelleaon would later be.

The Moffs became subordinate to Thrawn. They run the individual sectors but answered to the Supreme Commander.

I was under the impression that even in the Hand of Thrawn Duology that the Pellaeon was answeable to the Moffs, and i assumed that this was the same case for Thrawn, my mistake.

It's not clear-cut in Pelleaon's era. See the pillars of power are constantly in political counterplay, just like the Executive is more powerful right now in America than the Legislative, unlike during the Clinton administration.

At times, the Moffs might be able to politically one-up Pelleaon, and he'd be forced to nod to their wishes. But usually it seems he controls the Empire. There are times he has to bring decisions back to them though. He can't negotiate treaties and start wars on his own; he doesn't have that clout.
