i can see these quickly being banned from flying over cities, or maybe over land in general other than remote areas.
If a black-hawk flies over a light show and is not harmed, does that make it immune to lasers?

More likely, they will be assigned altitudes and vectors they are permitted to fly, and which keeps them clear of other aircraft.

Speaking as a Canadian with some idea of what goes on in our military and government. No way we'd actually be stupid enough to sell these to China over other allied nations from a political and social POV. Economically they'll just reproduce them while ignoring international patent laws like they always do, so one may try to sell them to make a quick buck before they build their own.
