It's a metasyntactic variable that can, frankly, mean anything.

When you hear that something has been FUBARed... well, you do the math. What other word begins with F and describes what's happened (in a bad sense) to something?

So hwat, that doen't make it a religion. We also celbrate the Queen's birthday. Doesn't the US celebrate Lincoln's birthday?

It's based on radio call signs used in the military to make sure radio content is not lost to static.

Another term that can't be translated into polite civilianese is Clusterfuck. Very close to FUBAR. Although to me this one seems to relate more to organizational problems but it can also describe the aftermath. '
