The Objectives: Primary combat.
Each sides commanding forces are stationed in the cities of Prague (For the Imperial guard) and Warsaw (For the galactic empire), for either side to win the oppositions command city must be taken and that side must have their numbers devestated by at leasy 85%.

Neither side has aerial support as the combat currently taking place in orbit--more on that later--has crowded the airspace too heavily for effective CAS. However, there is another situation, In Berlin, elites battle for control for an Arcanotech teleporter.

The ArcanoTech Teleporter

In the city of berlin is a Arcanotech teleporter, both sides deployed elite forces to berlin before the combat in orbit kicked off. With the distances involved and the fact that the Arcanotech teleporter is projecting a shield making flight difficult, only the forces deployed there are in a position to take the teleporter.

The map:

The dot labelled Kulturforum is the location of the Arcanotech Teleporter. As the Arcanotech teleporter has a charge up sequence that can be disrupted by the slightest interference, It is advised that before either side attempt to use the teleporter, they should eliminate the enemy forces in Berlin.

Galactic Empire:
Elite strike force
- 4 Phase 2 Darktroopers and 1 Phase 1 darktrooper.
- 12 Scar troopers.

Imperium Space marine and Stormtrooper force
- 4 Ultramarine Space marines.
- 14 Tempeestous scions.

Upon capturing the arcanotech teleporter, the side that took it will receive the following reinforcements.

If the Galactic empire takes the teleporter, they receive 3,000 stormtroopers with transports and 34 2-M Hover tanks.

If the Imperium forces take the teleporter, they receive 3,500 Cadian guardsmen with transports and 30 Leman Russ battle tanks.

Orbit
The final phase for the battle of Earth, is the space baed one. After dropping off their respective forces, both sides pulled back to study the enemy force briefly before moving to engage. Which ever fleet is victorious can then go on to support their groun forces with light orbital artillery support--light, as both sides wish to minimize damage to the planet.

Elysians are air-mobile infantry; they wouldn't be driving around in Chimeras. If they are denied access to their aerial transport and support, they're basically light infantry. How you've set them up isn't how they'd deploy. (Also, the fact the Empire gets a fleet of shuttles but the Elysians are denied their Valkyries doesn't add up with the idea that both sides have no air support.)

At any rate, the Steel Legion makes short work of the Imperial walkers once they make contact. Depending on how the infantry is equipped, the Cadians can dig in and repel nearly any attack that stormtroopers can realistically launch. The only really interesting part of this is the space battle, because 40k kicks the shit out of Star Wars in ground combat.
It's Rogue, not Rouge!

Well, Rogue, he also doesn't give the Imps a single Emperor , Oberon, or Armageddon-class while stacking the Empire's deck with virtually all Star Destroyers. As if he's trying to make the Imperium lose.

And, where are all the commissars?

Let him not breed in great numbers, for he will make a desert of his home and yours. Shun him, drive him back into his jungle lair, for he is the harbinger of Death.."

The commissars, along with both factions squad support weapons are in the standard quantities they'd be found in their respective universes for the forces arranged.

Oh, okay.

Now as to space combat, it will be a battle of attrition pretty much. Both sides ship's are heavily armed, but the IoM has no carriers in their force. If any of the Imperium's ship's have nova cannon, that will make things hot for the Empire, as will the torpedoes on the IoM cruisers, especially with special warheads like vortex(even one would be sufficent) or melta(my favorite), and lance batteries are nothing to sneeze at either.

They do have a single battleship at least, the Retribution class which hits pretty hard in a straight up fight. Also, the Mars-class is a multi role cruiser, acting a carrier being able to carry up to four squadrons of fighters or bombers, or a mix. The Mars does also come equipped with a nova cannon.

I see that now. Apologies.

And, the Mars-class can be equipped as a carrier. Forgot that, but, then again, I only ever used then as straight gunships in BFG.

They have one carrier, but If you think It's not balanced I could give the IOM force a few escort carriers for fighter support. (If I could figure out how to edit the OP, that is)

Only the mars has a Nova cannon.

Okay, though Dauntless, and I believe Gothic classes can be equipped with on in game.
