I report comments glorifying or advocating or threatening political violence all the time on Facebook, and I invariably get a message from Facebook that the comments do not violate their standards. These companies are at best utterly incompetent, and at worst deliberately complicit, in my opinion.
Incompetent, and yet, what would you have them do?
All the internet scale social media companies grew up with a specific assumption of reality that is wrong. Now they must face the problems of a troll filled internet without the means to solve the problems.

The thing is that the very last thing social media companies want to be seen as doing is "restricting free speech" or being accused of otherwise censoring speech they don't agree with. On a fundamental level, they're not about the content of anybody's speech; they're about making piles of money based upon people simply using their product. Shutting up too many idiots on the Internet would get in the way of that.
Which is not to say you shouldn't protest when someone posts something you disagree with. It's more to say that you probably shouldn't expect much from the social media company itself.
I'd be fine with that if they were honest about it. Which means making a decision and standing behind it. That means when one of the people they refused to discipline turns out to be a terrorist, be at least be willing to say that he hadn't broken any of their rules. Not claiming that the initial moderation decision was a mistake.
Our bombing suspect has a lengthy criminal record (shocking, I know), but it seems like he's got the judges bought off. Every time he gets charged with something serious, the charges get dropped or adjudication is withheld. Florida has a limit on how many times adjudication can be withheld and it looks like he's over the limit.

Sayoc pleaded guilty to second-degree felony charges of threatening to throw and discharge a destructive device in 11th Circuit Court in Miami in November, 2002. Adjudication was withheld, meaning he avoided a felony conviction.
He also pleaded guilty to a felony charge of grand theft in the third degree in 1991. Adjudication was withheld. He has also been arrested in drug and battery charges that were either dropped or where adjudication was withheld.

(1) Notwithstanding the provisions of s. 948.01, the court may not withhold adjudication of guilt upon the defendant for:
(a) Any capital, life, or first degree felony offense.
(b) A second degree felony offense unless:
1. The state attorney requests in writing that adjudication be withheld; or
2. The court makes written findings that the withholding of adjudication is reasonably justified based on circumstances or factors in accordance with those set forth in s. 921.0026.
Notwithstanding any provision of this section, no adjudication of guilt shall be withheld for a second degree felony offense if the defendant has a prior withholding of adjudication for a felony that did not arise from the same transaction as the current felony offense.
(c) A third degree felony that is a crime of domestic violence as defined in s. 741.28, unless:
1. The state attorney requests in writing that adjudication be withheld; or
2. The court makes written findings that the withholding of adjudication is reasonably justified based on circumstances or factors in accordance with s. 921.0026.
(d) A third degree felony offense if the defendant has a prior withholding of adjudication for a felony offense that did not arise from the same transaction as the current felony offense unless:
1. The state attorney requests in writing that adjudication be withheld; or
2. The court makes written findings that the withholding of adjudication is reasonably justified based on circumstances or factors in accordance with those set forth in s. 921.0026.
Notwithstanding any provision of this section, no adjudication of guilt shall be withheld for a third degree felony offense if the defendant has two or more prior withholdings of adjudication for a felony that did not arise from the same transaction as the current felony offense.
(2) This section does not apply to any adjudication or withholding of adjudication under chapter 985.
(3) The withholding of adjudication in violation of this section is subject to appellate review under chapter 924.

I suspect that its criminal justice system trying to dump him on whatever passes for Florida's mental health system and both of them playing hot potato with his ass. Take comfort in that if they were American cops, he'd probably have gotten shot.
That said, yes, cops are shit at handling mental issues, and this guy clearly has SOME mental issues. The question is whether he's actually incompetent or not.
