But it's the diplomatic bits that raise more questions for me. This is a first contact situation, with the added wrinkle of the stolen but regenerating borg cube and its population of XBs. Picard doesn't have the authority to speak for Starfleet here the way that a current captain does, especially since he died shortly after sending Riker away.
