It's been about a year since I saw the series, and I haven't seen EOE, do could someone tell me who this girl is:

She kinda looks like a cross between Rei & Asuka.

It is.

In the game Mana is an operative of the Japanese Government to gain information about inner workings of NERV.

While the game is unofficial, Gainax did the animated cutscenes, so it retains the look and feel of the series.

IIRC, the game's won several awards in Japan, I think I read in Newtype USA that they plan on making a sequal.

That 'Angel' was never canon, and only appeared in an artbook or design journal of some kind... there's more to it than that, but I can't remember what exactly was the whole deal about it.
