Perhaps, but stupid people don't inflict damage upon others intentionally.

Evil, on the other hand, is about deliberately harming others - be it for some higher cause, personal gain or no reason at all. (some people have even made evil a principle on its own, most notably Vladimir Lenin)

I see stupid people all the time and i see Evil people all the time. On the whole i'd rather be evil because evil is more satisfying. I would be evil already but i still have that nagging consience that i need removed.

I'd say it's worse to be evil, as people considered "evil", like Stalin and Hitler have killed far more people than stupidity has. However, stupidity is far more common, and in some cases it leads to irrational delusions, which leads to evil.
