This screams too good to be true. Still, if a quarter of the claims being made about it are true, this could be a very useful technology.

Any city gets what it admires, will pay for, and, ultimately, deserves…We want and deserve tin-can architecture in a tinhorn culture. And we will probably be judged not by the monuments we build but by those we have destroyed.--Ada Louise Huxtable, "Farewell to Penn Station", New York Times editorial, 30 October 1963

Discover is a rather reputable magazine, unlike, say, Popular Mechanics...
I'd be wiling to bet that it's true. It's uses some of the resulting product to run itself. For every 100 pounds put in, they get about 85 pounds of useful junk out. It's basically another method of recycling...

Even if it doesn't scale up to what their inventors want, it'll still be a useful tool.

The more I think about this, the more I'm sure it's perfectly reasonable.

I think some people here are forgetting that the feedstock also counts as energy input to the system. If you combine the feedstock with the energy source expended in the process, there is a net energy loss. If you only count the energy source (since the feedstock is waste material otherwise), you end up with a coefficient of performance >= 1. Which is what would be desired, because it wouldn't be worth the effort otherwise.

Heck, it'd be the ultimate way to promote human euthanasia. Feeling suicidal? Give back to your society! Or, we could finally clear out all those homicidal maniacs crowding Death Row for pennies on the dollar. It's like Brave New World without all the eugenics.
