the problem is, if clothing were optional everywhere, you'd more then likely end up with a larger percentage of fat, ugly people going nud ehten those clothed, just because people are fucked up like that.

Well, won't they do that if the women aren't topless?

And the same applies to excessively ugly people: Even if they're not topless, it's a horrible sight to see.
