Vymp, just to correct you here... Jeannie's master was an Air Force officer but his friend, Roger Healy, was an Army officer. Ever notice that his uniform wsa green while Tony's was blue? At that time, NASA was under the Air Force but had many branches working in it.
God, here is how much of a TV geek I am. Ok, there was Jeannie, Major Tony Nelson (her master), Major Roger Healy (his best friend), Dr. Bellows (the Air Force shrink who was always suspicious of Tony), General Schaffer, Jeannie's sister, Mrs Bellows, Jeannie's mom,... Anyone remember anyone else?

Samantha more powerful? I don't think so. Remember, Samantha could never undo any spell cast by another witch. Anytime Endora would turn Darin into a dog, a houseplant, an enraged puddle of brown liquid, or whatever, Sam would have to spend the rest of the episode pleading with her mother to turn him back to "normal".
By contrast, Jeannie could match her sister spell for spell, undo any magick worked by another genie, was even able to battle the Blue Djinn. She kept Maj. Nelson for five years from every attempt by her sister to steal him away. Her powers (and form) only faded if she suffered an extreme emotional upset, and when her spirits were restored, so were her powers, in full.
