Some preliminary recommendations for the Coast Guard:

Replace the cutter on the Great Lakes on 1 to 1 basis and reopen as many Coast Guard Air Stations as possible as well. Both have been cut to foolishly low levels.
Build as many new deep sea cutters (preferablly armed) as possible for operations in the Gulf of Mexico. They'll be used to combat drug smugglers and to keep illegal immigrants under control (exact instruction will come from the President).
Acquire P-3s for the same patrol duties in the Gulf

The Coast Guard was made part of Homeland Security very recently, before which it was part of the department of Transportation.

That means as Director of Homeland Security, the Coasties work for me.
