The Pan-Slavic Republic would like to negotiate a plan concerning mineral exploitation and military operations in the Taiga system. As we are both legal occupants of said system, it can justly be said that the resources belong to neither. It is also obvious that an agreement to reduce military tension, and possibly even to allow for joint defense of the system would be a worthy effort.
The Xanadar Navy and the assorted Free Militias will act to defend the people of the Taiga system, both Floater and Heavy. A floater naval officer would rather shoot himself than the mining colonists of the Taiga system. Unless we make any long term agreements, Xanadar units will confine their efforts to the Taiga system, but you have the assurances of all four of the Free Floater Republics- Xanadu will fight to defend those it shares the Taiga system with.
As for mining rights, the Republic of Xanadu needs to harvest comets from the Taiga system's Oort cloud for it's survival. Otherwise, we would like to reserve the rights to, say, 1/3rd of the mineral wealth of the system's asteroids, and 1/2 of the wealth of any rings planets in the Taiga system have. Any objecitons?

On a similar note, the Floater Republic of Kharam is in the Alpha Centauri system, a sytem which contains worlds colonized and developed by the North American Union. The Void Mother Church of Kharam offers the same deal to the NAU, with one major difference- The Womb, a major center of the Floater culture and religeon, is in the Alpha Centauri system. It, and the Kharamite cluster which surrounds it, must never be approached by Heavy vessels of any sort. An area of 1 AU around the Womb is off limits to all Heavy warships and shipping, due to religeous reasons. Only vessels in dire need of assistance may enter this area, and even then will be given only the necessary repairs and then sent on their way.
Trade stations throughout the system will still be accessible to all.

The Kelia Alliance, seeking defense , wishes to enter a mutual protection treaty with the Asgard Empire.

The Asgard Empire and The Kokand Empire enter into mutual defence pact. Both Empires will come to the others aid in the event of an outside attack. To facilitate close operations between our respectively fleets communications equipment would be standardized on at least a limited scale, forces would engage in periodic joint exercises and escort each others commerce jointly as required by piracy actions. A joint basing argument within each others territory could be worked out separately if it is desired.
On trade, both powers will permit unrestricted free trade.In addition each star nation would grant most favored nation status to the other. Any trading concessions granted to other nations will also then be granted to the Kokand Empire and the other way around.
Our growing population has a considerable demand for foodstuffs and our heavy industry consumes metals at an incredible rate. However our lighter consumer industries are capable of operating at levels unnecessary for our own needs.

Or infamous, depending upon the star nation involved. The Kokand Empire would look poorly on the transshipment or dealing of such recreational within its territory. Though it also acknowledges that many drugs are dual use. It expects that such will be well secured.

So long as the Kharam Republic would be willing to take up arms against their fellow floaters should they attack the Asgard, we have a deal.
We will be sending a mobile construction ships and an escort force of one battle cruiser and four heavy cruisers to begin installing the sheilds as soon as the treaty is ratified.

The New Roman Empire's antilife oligarchy seems to many Floaters to be regressive and dangerous to civilized society. Until the New Roman Empire lifts trade restrictions, It can live with recieving only those few Floater traders willing to live with such sanctions.

As for basing we other to allow bases on Hugnin, Loki, and Stockholm. We request a moon or other suitable pnaetary body in your capital system and two other systems strategically placed for rapid reaction. The only proviso being that WMDs be kept out of our capital system entirely or at least temporarily disarmed.

Since you are requesting refined metals rather than raw material we would like to stipulate that the value of trade will be kept in commensirate rate of exchange or or the difference be paid for be the Kelia Alliance government. In return we will provide industrial grade durasteels and artifical *-plast products. Military grade will not be exported.
This will last for five years until it must then be re-ratified.

We are not of the policy of exporting weapons technology. We will export reaction drive starship but impeller vessels are a no go. Advanced computers are currently up for review on case by case basis.
