Absolutly. Signatories assert that there is never a good reason to depopulate a planet, and agree that any war where genocide weapons are used will lead to dangerous escalation. MAD is not the answer, friends- we must agree to fight as civilized states. We can wage war without heading down the path to the total destruction of civilized life.
I can tell you- A total war will be fought with atom bombs, gene-tailored viruses, and hypervelocity kinetics. The war following that war will be fought with spears and stones.

Yes, lets make war less horrific so we can enjoy more of it. And indeed if the signatories thing so highly of preserving civilization then why does one of them ask that only members of this treaty be protected? Is it because they wish to still have some place to slaughter when it suits them. We think so.

War is often necessary. The purpose of this treaty is to make those wars which will inevitably occur less horrific and damaging to the innocents who will be drawn into conflict. The reason we are extending protection only to signatories is to ensure that a majority of nations will sign on, thus putting an end to the usage of genocide weapons.Yes, lets make war less horrific so we can enjoy more of it. And indeed if the signatories thing so highly of preserving civilization then why does one of them ask that only members of this treaty be protected? Is it because they wish to still have some place to slaughter when it suits them. We think so.
No signatories of this treaty will be permitted to commit mass murder of anyone- signatories or non-signatories- the second provision assures this.
If two nations, neither of which have signed this treaty begin using Genocidal weapons against each other, then the treatis signatories will leave them be.

If the NRI decides to become a signatory, they will be expected to avoid the usage of genocide weapons against anyone. If they do, they will be investigated by the rest of the treaty's signatories, and if found guilty, action will be taken. The purpose of this treaty, as I have said before, is to save the lives of innocent civilians.
As proof of my bona fides, keep in mind that we Floaters can field only a few hundred thousand ground soldiers, and are limited in our capacity to invade planets. Our best method of neutralizing an enemy world would be orbital bombardment.
Never the less, no power has pushed more than ours to disallow genocidal bombardments. If this treaty fails, then the Free Floater Republics will act unitlaterally against anyone who uses wanton destruction of innocents as a military or political tool.

A defensive treaty would call for powers to aid a star nation under attack, not conduct reprisals at a later date.

The Kokand Empire proposes that all three star nations and indeed any others seeking protection from this treaties threats enter into a single defensive pact. Together we will remain secure from any reprisals that much be launched against any one member.Cpt_Frank wrote:

Yes, such an idea has a great deal of merit. The notion of a mutual defensive pact sounds good. And I would offer to host the negotiations on our capital, Valhalla.
