The treaty, as amended to clarify that violent and dangerous species are exempted from protection, is acceptable to the UPK. We will sign.

The North American Union will not sign the Terra Convention. We will not limit our armed forces in such ways.

Due to the divisiveness this treaty has caused, and political dissonance with our Asgardian allies on this issue, the Free Floater Republics are withdrawing from this treaty.

That being said, the Free Floater Republics will look upon any power which uses mass murder as a political tool as immoral and dangerous, and treat them as such.

We thank the Floater Republics for their foresight and goodwill. Rest assured that the Asgard in no way desire to use WMDs and consider their use an absolute last resort.

The Roman Empire cannot sign this treaty unless the majority of space powers sign it as well.

We to, to avoid any strife between powers will withdraw from the treaty...we see no point in signing a treaty that we alone will enforce.
