If it will improve relations with the other star nations, the Emperor will permit a small panel of inspectors to tour the Roman worlds and see for themselves that only deathrow criminals are subject to harsh conditions.Prehaps a more neutral motion can be passed, with inspectors sent to the NRE to make sure they are not mis-treating their slaves in any major or minor way

In response to the requests about my tangled alliances I will say quite blandly that I have a Mutual Defense Pact with the NRE. THey have proven reliable so far, and even though I am sure the fighting force of the Monacoran Nation could crush any opposition, we'd really rather not have a threat of war right next door, and we would also like to have trusty swords at our side in case we are ever attacked.

This is, however, unlike the UN in that it is more like a debate club, where individual members can agree to treaties proposed by members of the UP, or they can not join.
