Due to the fact that Floater genemodification technology could be put to use to create, say, extemely selective and potent bio-weapons, we will not give the technology to anyone. We will give the services of our genemod artists to those who would like it, though.I'm not sure the colonists would like to be "Modified" but we will purchase the technology for research purposes. The system is based on that used by the Holy Roman Empire. A council of electors composed of important nobles and clergy elect the Emperor. The candidates must be noblemen to be elected, though in the Skaven Empire it is possible to become a noble by various means. That system doesn't look democratic enough to get in your organization. If it also isn't dynastic enough, it would appear we fall between two stools.
