Genemodding can be EXTREMELY extensive. Floaters grow redwoods in zero G, have strains of bacterium which turn comet ice into breathable air and potable water, and Floaters themselves have taken base human stock and made them able to survive in hard radiation. Genemodding is an extremely potent technique.

Err, ok, it's not entirely true, but Floaters live in a high-radiation environment. Not like a reactor core, but like the surface of the moon, (outside of the Van Allen radiation belts) with no bad side effects. This is largely due to regenrative properties and cancer-fighting alterations.

They are creatures biologically created by the Raians. They cannot reproduce on their own, they must be created by magic.
They are intelligent enough to perform unskilled labor, and aren't intelligent enough to get bored. They are largely biological constructs that serve in the same roles that robots do on Earth.

The Raian republic agrees with the anti-slavery treaty, as long as Slavery is defined according to the Republic's criteria:

1. Forced and involuntary servitude of a sentient species.
2. Any sentient laborer that recieves no financial compensation for his work.
