Hahahahaha . . . no. Even Thrawn would be hard-pressed to overcome all the advantages the Empire carries against the Federation. You'd likely have to go with the highest reasonable Trek calcs and the lowest reasonable Imperial calcs to give him any chance at all.

IN this case, Yoda is absolutely right...."Size matters not" Thrawn could control the entire galaxy and only postpone the inevitable. In fact he would most likely devise a way to betray the galaxy in order to secure himself a spot on the winning team.

Did you know the Acclamator (20 year old transport) can destroy 56 Federation ships (48 TLs+4 missles+24 6 megaton guns) every time it fires? And at least 52 Borg Cubes? And that 24,615,384.62 Photon torpedoes would be required to destroy a Acclamator. That's not wrong, it take over 24 fucking million torpedoes!

That would give him command of what I like to call the Enigma Demigod Super Races, some of which are reputed to have evolved well beyond the need for physical bodies and hold unspeakable power. To insert them into the equation at all would be absurd, but if one insisted upon doing so, then the Empire would fall and quickly.
