Hahahahaha . . . no. Even Thrawn would be hard-pressed to overcome all the advantages the Empire carries against the Federation. You'd likely have to go with the highest reasonable Trek calcs and the lowest reasonable Imperial calcs to give him any chance at all.

Did you know the Acclamator (20 year old transport) can destroy 56 Federation ships (48 TLs+4 missles+24 6 megaton guns) every time it fires? And at least 52 Borg Cubes? And that 24,615,384.62 Photon torpedoes would be required to destroy a Acclamator. That's not wrong, it take over 24 fucking million torpedoes!
