Given that he was a Shi'ite Muslim in a Sunni regime, and married to a Kurdish woman, it seems unlikely that Minister Saeed was actually involved in any of the atrocities perpetrated by President Husayn's Government. It has been reported that he was constantly escorted by a "minder" during his appearances on television -- apparently the regime did not trust him overly much.
In fact, the possibility exists that, as his propaganda came to consist chiefly of absurdities and ridiculosities, it was in fact a way of communicating his position. He could hardly be criticised for enthusiastically denying everything the Western reporters said, even if it became obvious that his denials were in fact confirmations.
For example, his repeated assertions that there "are no Americans in Baghdad", despite clear evidence to the contrary, obviously served to further discredit the regime's claims to imminent victory. No reasonable audience could watch Minister Saeed's screeds and conclude anything but that the regime was collapsing with a speed directly proportional to the strength of his emphatic denials.
