Romulans are said to be cousins of vulcans who left the world of vulcan over 2000 years ago. Yet the vulcans themselves are said to have achieved warp capability in 2003. Even if the romulans travelled to romulus with STL sleeper ships it is unbelivable that vulcans took 2000 years to develop warp drive. Humans achived warp capbility in just over a hundred years of first manned space flight. The romulans and vulcans should have been way ahead of the federation by ST:FC. Is not this realy self contradictory ?
When humans first encountered the vulcans earth was a war torn world recovering from WW 3 and the vulcans were an interstellar civilization exploring the galaxy. Yet two hundred years later humans are the dominant species in federation and vulcan crews in starfleet are few and far between. How could this be ?
Vulcans are known to have many psionic capabilities. Yet romulans do not seem to have any. Why?

Vulcans seem to have little interest in space exploration, especially seen in Enterprise.

Depending how telepathy worked at that time, it may be that not all the original people that became Romulan were telepaths. And knowing the Romulans and their love of secrets it may be that telepaths are strictly controlled and not allowed to breed. So over time the number of telepaths has fallen to effectively zero. And if you are one, you aren't going to publicize it.
That's just a guess. I don't think it works based on how telepathy works for Vulcans, but I don't really remember how it does.
Edit: Startrek.com also says they get rid of infants deemed inferior.

We have seen in Ent that the Vulcans had warp drive when Earth started putting Sats into orbit and we didn't just start putting them up in the last six months
Humans are dominant in the Federation because like in most scifi shows humans have this weird quality that lets us get along with most other races (we can't even get along with our own but I digress) so when teh Federation formed we were the binding glue, we are also a good choice for exploration because we are curious, not too aggressive like Andorians but also not pacifist sissies like the Vulcans (at least not at first).
I would guess the Vulcans Psi abilities have be honed by their emotion controlling abilities whereas the Romulans have let theirs fail into disuse (although we know they had Psi abilities before the division so this doesn't fit that well).

Developing the a drive capable of Warp 1 is apparently not too terribly big a deal in ST. Technology transfer probably resulted in humans catching up with the Vulcans, since all "modern" Federation technology seems to be based on technology that the Vulcan's already possessed by the time of Enterprise. Humans are much more prolific and expansionistic than Vulcans.
