Preamble: It is hereby agreed upon, that the signatory States shall work to uphold the principles of tradition and authority embodied in dynastic monarchy, and shall have the qualifications to be laid out below, and shall work towards certain ends also to be laid out below. All disagreements between States within the League might be settled, one hopes, within its pacific framework, and the protection of monarchial values can thus be maintained.

Article I. The member States shall either by ruled in the form of the Head of State by a Dynast of a line that is Imperial, Royal, or Noble, or by the Regent of such a Dynast who is not of the age of majority or who is otherwise unable to maintain their duties.

Article II. If the position of the Head of State is elective, the electors must be entirely dynastic, and holding at least noble titles, though an allowance may be made for religious electors.

Article III. The definition of a State maintaining the traditional constancy and virtues of a dynastic power, shall be one wherein the position of the Dynast in the least retains the right to appoint the Government Ministers and dismiss them, for no monarch should be forced to select ministers they do not desire by an elected house. This is the central requirement of the dynastic Princely League.

Article IV. A state with an elective monarchy, however, merely needs to have this elected Head of State exercise actual power; thereby, the fact that the electors are purely from the criteria above shall be sufficient, if this requirement is met.

Article V. Any State meeting these criteria may request to join the League, and cannot be disavowed membership, unless having committed exceptional and atrocious crimes. Exceptional and atrocious crimes must be determined by a unanimous vote of the League members.

Article VI. The pacific settlement of disputes shall be handled through the graces of a neutral league member, and all league members not involved in a dispute shall offer their services, including if necessary host worlds and appropriate diplomatic facilities, to bring about such a resolution.

Article VII. In time of War between a non-League State and a League State, the members of the League shall commit to maintain a friendly neutrality towards the League State involved in the conflict, and shall not exceed the boundaries of customary law, nor allow their nationals to do so, in dealing with the non-League State.

Article VIII. League States shall establish a commission for the facilitation of a communications interlink network, for the exchange of communique diplomatique and of priority post.

Article IX. League States shall establish a commission to investigate and resolve tariff disputes between League members, with the goal of lowering tariffs in all possible sectors between League members.

Article X. When a national of League State commits a crime in another League State, the customary practice of allowing contact with that national's Embassy or Consulate for that national shall be observed, and also to be observed will be the allowance of a single observer from the Embassy, or a nearby Consulate, to observe the proceedings.

Article XI. The customary rules regarding diplomatic immunity shall be at all times observed, even with the diplomats of other States, and this Article above all others must be held in the highest regard by the governments of dynastic States.

Article XII. Before entering into an alliance with a power outside of the League, notification must be given to the League States. However, notification of existing alliances need not be given.

Article XIII. Religious missionaries from League States may travel to other League States, and not be prosecuted for politely presenting their convictions.

Article XIV. Actual travel of civilian ships between League States should not be hindered, though of course the customary inspections may take place, and tariffs upon cargoes likewise may be levied as appropriate for the respective governments.
