Provided the Skaven do not engage in rabid military treaty signings with everyone else, making them effectively meaningless, The Kokand Empire supports their admittance. You are of course free to make trade treaties.

I find your terms reasonable. The only other major organization (having between 2 and 4 members at the moment) we are in is the League of Princely States, and they have very loose rules.

Sidenote to the current alliance members: What exactly is the vote required to join the Alliance? I think it should be 2/3 majority vote.

Currently the NBA has only 5 members, so I'd say agreement of all members should be required. We can consider a 2/3 majority vote when the alliance has significantly more members.

The ASE also belives that for now any new additions should be by all the members votes.

The NBA is the most stable and meaningful alliance so that's only natural.
