Well, I've made a plan for that: we would send you 1 Mao class battleship, 4 battlecruisers, and 30 cruisers (or possibly more or less ships depending on your wishes), while you would send the PIR a number of ships roughly equal, especially in terms of firepower and speed.
The ships would remain under the command of their respective navy headquaters but coordinate all their activities with the other power.

Now in times of war, a quick response is important, and in therefore, one power could transfer the command over their ships to the other power.
For example, if the Asgard are campaigning against a third party, the PIR would transfer command of the PIR vessels to the Asgard Empire.
That way we could reduce the reaction time of the alliance.

I'm afraid I must decline such a treaty. While I have no objection basing agreement I am uncomfortable with the automatic transfer of ships. I hope you understand it doesn't stem from any distrust of you. I would be willing to arrange such joint operations in times of war but not under such blanket terms. I'm sorry I must decline the treat as proposed.

Very well. We can offer the Asgard several orbital bases which you could modifiy for your needs, or alternatively build completely new ones.

The warships of task force Scimitar drifted towards the Krytos system, with weapons armed and shields at the ready. The reports of piracy in this area had been common, so it was best to be prepared, in case of a sudden attack.

...Not that an attack was likely, considering the ship leading the fleet was a 5 kilometre long Dreadnought. This particular vessel was the second of its class, and was named Redemptor.

Any moment now, KSE Navy forces would arrive for the rendezvous, and then the hunt for the pirates was on.

We are interested in maintaining bases in two systems. I'm afraid our fleet is rather strected at this point. We after all maitain presences in several other systems plus patrols and conoys. Two fleet bases is all we ask for.

We would offer you basing arrangments similar to those we offered the Kokand Empire. Bases on either Hugnin or Mugnin in the Vahalla System and another in a system you chose.

King Dagnar studied the displayed map intently. 10 carrier groups patrolling empty space. Now that the last of the raiders and bandits had been driven out of Kingdom space, there seemed little point in maintaining so much might on full-time active duty. Safe from within, and with no enemies without, his little empire could finally start to expand. Already colony ships were arriving at viable planets, both within UPK space and expanding its borders. The terraformers had arrived, and the homeworlds would be blue and prosperous within his lifetime. Trade with other empires boomed. Even the two carrier groups parked outside Betelgeuse Prime were insignificant under the sheer volume of merchant ships of almost every empire in the galaxy.

Therein lie one problem. Due to its hostility toward large corporations, the UPK's goods just hadn't been able to compete for the hearts and minds of consumers the galaxy over. Maybe it was time to rethink that policy. The King's eyes flitted over to the button to call in his advisor, but his hand did not move. Arthur was the greatest thing to ever happen to him. Without him, he couldn't have conquered the other pirate kingdoms, and the UPK could never have come to be, but something was different now. He felt increasingly marginalized and threatened, like one screw up would cost him his rule and his life.

It was time to put decisions back into his own hands. He called his speech writer. It was time to make a proposition.
