It's a huge oversimplification to say Russia's special forces are 'spetsnaz' and put it at that. That's basically like saying: "America's special forces are special forces".

When most people say Spetsnaz, they usually mean the GRU (Army Intelligence) Spetsnaz units, which are your classic behind enemy lines/long range recon/underhanded shit special forces. They are part of the Army's organization.

Other types of Spetsnaz are Vympel, Alfa, Krechet etc. These I guess would come under groups like Delta Force etc if I were to try and pin down their role (Vympel, Alfa etc all have different roles, e.g. hostage rescue etc, but DF is just an example).

From Portugal (eheheh),

Army: Centro de Instrução de Operações Especiais (the SOCOM equivalent, aka for us as Rangers), Regimento de Pára-Quedistas (aka Paratrooper's Regiment, Green Berets) and Comandos (Red Berets).

Navy: Destacamento de Acções Especiais (Special Actions Detachment, from the Marines, 'nough said).

Police: Grupo de Operações Especiais (Special Operations Group, anti-terrorism unit).

German special forces are basically the KSK (Komando Spezial Kräfte - command special forces)

Individual units would be the Fernspäher - deep recon (literaly far-lookers)
and in the navy Kampfschwimmer - combat divers.

The GSG 9 (GrenzSchutzGruppe 9 - borderprotection group 9) is the best known but keep in mind that it is a police unit and banned from fulfilling military functions.

In case you might be interested of what special forces Finland has (well, I doubt that) here's a small list of them and their duties:

Finnish Army:
Laskuvarjojääkärit - Airborne Rangers, long range reconnaissance
Erikoisjääkärit - Specialjaegers, trained and equpped to encounter enemy special forces

Finnish Navy:
Taistelusukeltajat - Combat divers
Raivaajasukeltajat - EOD divers

Finnish Border Guard has its own special units as well

Helsinki Police Department:
Erikoisyksikkö Karhu - Special Unit Karhu (Bear), SWAT and counter-terrorism duties, a nationwide unit

Various police departments around the country:
VATI units - Abbreviation means "(Team) of Demanding Situations", the Finnish equivalent for SWAT
Taktinen ensihoitoryhmä - Tactical Operations Medical Support Team

On a side note: My stepdad just informed me that the 82nd + 101st Rangers' reunion weekend will be in Shreevport, Lauisiana this year....

and to hear him rave about how tough the Aussies and the Gurkas were compared to our forces in that war....

All these units fall under their service's respected specified commands. Joint Special Operations Command (JSOC) is the unified command that coordinates special operations activities. As to all the childish questions regarding which of these are the overall superior of the pack, well, there is no answer. Pick a specific mission, and that is how you choose who to use.

Also, IIRC GSG9 regularly win the inter-agency world championships that run between CT teams.

To claim that any arbitrary special forces group is "best" is really not very accurate. All have their specialties. I wouldn't want to go up against the SEALs or SBS in an underwater demolition role, but I imagine any number of counter-terrorist teams are superior in that field.
