The correct term is "finger-cuffs". See "Chasing Amy".

Anyway, it doesn't qualify as DP. DP is traditionally defined as cock in pussy + cock in ass. There's also DVP (double-vaginal penetration, two cocks in one pussy), and DAP (double-anal penetration, two cocks in one ass).
