A shuttle bearing an ambassador and her staff wil be landing at a location of your choosing on Octavius, for the establishment of an embassy from the Free Floater Republics. Hopefully, our warships will never again have to enter your space without your consent.

ANNOUNCEMENT OF FLEET REORGANIZATION EXPECTED


Fear not. The glory of Rome is undiminished by these trying times. The Emperor Romulus Caesar Augustus will continue to lead us into an age of prosperity, guided by the plebians, the patricians, and the hand of God.

Our fleet has not been destroyed. It has been proven an anachronism- a thing of the past. I am pleased to announce that the Imperial Warfleet no longer exists. In its place now stands the Imperialis Classiarius.

The last of Rome's technicians have settled themselves into the Hegemony shipyards generously offered to us and the factories of New Byzantine feast upon scrap and metal. The entirety of the Warfleet will be gradually replaced with new and updated ship designs until the Imperialis Classiarius is complete. I am proud to announce that as we speak the first of what will become over five hundred ships is being constructed in the great shipyards over New Byzantine- it will be the flagship of the fleet, my own personal vessel, the Gaius Julius Caesar, first of the Caesar battleships.

But the strength of ancient Rome also lay in its impregnable defenses, and ours shall be strengthened. We have begun expansion of the New Byzantine shipyards, in conjuction with an ambitious project to construct the Astraarx, a massive system-wide network of stations and fortifications.

But peacetime is rife with peaceful intentions. It is the Emperor's wish that any Roman citizen may settle upon Trajan and gain fifty acres of land, some measure of tax relief and a chance to open up a whole new world. Many riches still lie buried under the surface of this planet and they must be opened up if the Empire is to be restored.

We of the Free Floater Republics live in zero gravity. No-one understands the stresses and the engineering problems faced by those who would construct in the Void better than we. Our military clusters are some of the finest zero-G fortifications in known space. We would be proud to offer our engineers to construct whatever you need. Our only condition is that the foamed steel we use must be made in Floater foundries, not Imperial- our technicians prefer to use the best. You may of course inspect all building materials.

We would like a single shield generator capable of providing protection to an object about 20 Km wide, 15 km across. This object is, of course, The Womb, the massive shipyard which constructs floater Dreamships. It is a center of our culture, and is currently lightly armored. In these more tumultuous times, we would like to ensure that it, and the future of our people, survive.

We will allow you to install the generator yourselves- we have no interest in stealing your shielding technology.

Gemini, the largest of the Minmatar's colonies, was soon to be home to a massive celebration for there was much to celebrate; the end of slavery in the New Roman Empire and the consequent acceptance of the NRE into the ITA. Above all else was the prosperity that had been granted to all ITA members. Factories were churning out products on a massive scale, unemployment was at an all time low, small businesses were able to gain cult followings for their services across 15, probably soon to be 16 different nations.

Decorations were being set up all over the square. Inside the main complexa banquet hall was being prepared for the ITA representatives. While Gemini's capital city was about to give itself another excuse to consume almost leathal amounts of alcohol, the gathering inside the complex would provide an excellent opportunity to discuss various issues that had arrisen since the formation of the ITA. Not only would the various state representatives be present, but industry leaders such as the Aktaeon Corporation were also likely to be represented. It would surely be an interesting evening.

FNSS Defense Systems would like to point out the foolishness of using a single generator for so large an area. A single overload or failure could leave a vast area unprotected. Indeed what happens if the generator is down for maintenance and you come under attack?

A series of lesser generators each installed in there own shock mounted modular would be far superior. FNSS has several systems which could fit your requirements without excessive mass, volume or surface area demands.

Forgive our miswording- translating our messages into Latin can lead to unfortunate misinterpretations. We want a single sheilding system, not necessarily a single generator. In addition, we have diplomatic reasons for wanting to improve our relations with the New Roman Empire, who many Floaters see as a new market.

So we now see. But would not improving relations with Kokand, a liberator of the slaves also be a worthy goal?

FNSS can certainly supply a full system and its power generators for far less then the cost of building full sized shipyards and associated fortifications. Its share of the Black Forest contract gave it a large facility for producing heavy shield generators.

The government of Kokand is willing to provide a loan to cover the projects costs, it will accept payment in far more forms then the specie or cash preferred by FNSS. The Imperial military would be quite interested in a shipment of your foamed steel for example.

Your proposal has merits. The Mother Void Church on Kharam would provide you with a large shipment of foamed steel, in exchange for your generators. Escorts would be provided to your construction crews, as well as housing until they finish their work. They would be some of the few heavies who have ever laid eyes on the great Womb, wonder of the Kharamite cluster, jewel of the Mother's eye, and source of the Seeding.

<Presently as our Dampners prohibit us for building larger vessels efficiantly with our propulsion & powergenerations systems, we would find it difficult to maintain any human designed "Loaner" vessels. However since the low energy for launch cost onboard missile system is a common item in both our fleets, the packs would like to engage in fleet barter, and begin setting up a common stellar defense organization, for merchant travel. A mixture of Credits, and oportunity to hunt elusive tech matters and pirates together would be greatly apprecieated.?

<Note: The Tundra Rats are most adabtive, and can handle wide varieties of enviornments well, they are in no way intended as an insult to our Skaven friends, no more then humaniod Felis Domestic is akin to the Kzin, or we the Fenari are akin to Coyotes and Canis Lupus.>

<Yes, VR enviornments are probably best with Thunder Hoofs, they do not like confinement. They travel in large herds, and do not over whelm food supplies for some reason. If food is scarce they will not reproduce, if grain is plentiful they will rapidly.>

The project can begin whenever you are ready.

Before your new defenses are designed we'll need to conduct some preliminary investigation to determin the requirements of your defenses. We'll need to discuss the NRE's primary defense strategy and what gaps there are that need filling. A listing of all currently available defense assets will also be neccessary. Obviously we do not expect you to divulge any classified information, however we will need a basic understanding of the existing defensive systems in order to identify any problem areas that need to be addressed by means of new defense platforms. We will also use this information to look for any opportunities where the NRE defense can be enhanced.

Any information you can tell us about the new shipyards you require will also be helpful. For example, would you like production to focus on heavy capital classes, light capital classes, or fighters?

Good, then the deal is agreed to. The first few generators and power systems will be supplied out of existing, to allow for the early and rapid trouble shooting of technical compatibility issues. Once the data is collected FNSS can make any necessary changes to the production models quickly within its main facility. You shall soon the finest shield systems in the known galaxy.
