Well, the police should be ubiquitous and seemingly non-intrusive. For example, the common citizen should see the police state everywhere, but it shouldn't obviously dominate their every waking thought . . . unless they slip up, of course. Then they disappear. And gradually change the educational cirriculum so it generates dumb sheep and enforcers . . . except for certain select institutions which will churn out the intellectual elite that you need to run the state. Also gradually legislate everything that could threaten the state out of existence.
