The Hutts would move subtely to start with. Maybe start off by courting the Ferengi and gaining control of their alliance, then from there bring forth political pressure against the feddies to start a free market economy. From there the Hutts will gain control of the federation without a single shot being fired.

I could see that happening. Either that, or the Hutts simply bribe other races (Romulans, Klingons) to take over the Federation for them, then control the galactic economy, giving them indirect control over the galaxy.

Keep in mind that the Hutts were able to scrap together the resources to build Darksabre. That speaks volumes about their infastructure.

I see the Hutts opening trade first. Then, they attempt to gain the trust of the Federation by giving them slave riged tech , while secretly arming the Romulans with faulty tech that would disable all of their starships with a slave drive. Then they would provoke a war between the two powers and, while the war is going on, seize the moment and take control using the slave drives in both fleets and capturing both powers.

Ahh but the chance to corrupt an entire Quadrant and make money away from the eyes of the Empire is just to great a temptation....when the Empire hears iof the things the Hutts do they launch a war of liberation and invade the Alpha quadrant for its on good

so the Hutts just build their trade empire and don't care much about local authorities except where those try to interfere with their operation. the Federation is much too small-scale to be really considered any more than a very limited local nuisance.
