They ignored a hostile starship. They ignored a shuttlecraft sent by said hostile starship. They ignored the crew of said shuttle sent by said hostile starship until they actively started damaging the cube, after which they responded by having a few of their drones approach very slowly with shields down and make no attempt to use ranged weaponry. They gave a single drone complete access to the cube's entire crew's regeneration cycles.
TNG ruined the Borg. Voyager just marked the point when people started to realize it.

They ignored a shuttlecraft sent by said hostile starship. IIRC, the antimatter spread was meant to be a distraction, and they shut down the shuttle en route in order to evade detection. "Shields down"? They "retuned" the phasers beforehand, the Borg wouldn't have adapted to them yet. Where ever did you see any evidence of personal ranged weapons in Q Who or BOBW? When did you ever see a drone move quickly in Q Who/BOBW? I'm not seeing any inconsistency. They gave a single drone complete access to the cube's entire crew's regeneration cycles. Er, not just "a" drone, "ALL" drones. It's a collective consciousness, so each drone makes up part of the consciousness; we're not talking about users on a mainframe.
TNG ruined the Borg. Voyager just marked the point when people started to realize it. Maybe the Borg weren't quite so great to begin with, and maybe what was "ruined" was the potential for greatness... which isn't exactly an exclusively ST area of fuckups.
