Actually, this sort of thing sounds more like radical anti-war protesting during the Vietnam War. More than a few times radical activists would blow up buildings that were empty, and they would mostly target things like ROTC buildings and the like.

But, what reason would they have do something like that now? I'd go with Sea Skimmer and say it was a gas leak or something until further developments.

Yes. Local authorites are confirming that it was indeed a bomb.

As far as motives are concerned, it could very well simply be anti-Bushism relating to the war on Iraq. He did graduate from Yale, after all.
