Actually, this sort of thing sounds more like radical anti-war protesting during the Vietnam War. More than a few times radical activists would blow up buildings that were empty, and they would mostly target things like ROTC buildings and the like.

Has it acutally been confirmed that this was a bomb and not say a gas leak?

But, what reason would they have do something like that now? I'd go with Sea Skimmer and say it was a gas leak or something until further developments.
