The Marine walked up to the Microphones, looking about nervously he stammered a simple statement:

"We have reason to believe a nuclear explosion has taken place within our borders. We also believe from recent reports that the explosion was at least fourty kilotons in magnitude. We know little more at this time, and we will take no questions at this time."

With that the marine walked away, right back into the palace.

For the purpose of transferring raw materials from around the system, many hyperspace gateways have been built. One of the longest we have made is the X3rd, which is a chain of 7 large circular gates, each with a 1km diameter. Gates orbit Neptune, Uranus, Saturn, Jupiter, Mars, asteroid 2396AG, and the moon of Earth. The time to travel from one end of the chain to the other is around three minutes.

Most interesting. If we do indeed purchase these gateways, as now seems increasingly likely, you will provide the necessary information for their proper maintenance?

I take it the Minamatar wish to obtain a import license? Such is a necessary prerequisite for sales of this techonology along with certain non-exportation agreements.

We are not certain that such technology would be put to purely-civilian purposes. And should you prove less than trustworthy... well we can't put the genie back in the bottle.

Certainly. Little maintenance is necessary, and the system has operated without any incidents since it first begun operation. Routine upkeep is simple, since all components are modular and readily available.

Any technoloy can be put to militry use. A fleet admiral buying a computer could put that computer to military use. But these computers will be commercially available.

The research we wish to do has myriad applications in both civilian, and military applications, as it is research in gravitic propultion, and how to improve the acceleration of our ships.

Pointing all of this out is not going to help your case you know. The Trade Office has declined your request and that is all there is to it.

Applications are being handled on a case by case basis. Your nation has been denied a import license. You may re-petion the Trade Office but they are the ones that decide.

Cleary the ITASF is a messy hodgepodge of ships. Many are ill suited to the task of escorting freighters and none are trained in joint operations. What we propose is not a donated navy but a regular force composed of standardized ships with crews, drawn from all ITA member nations, that are dedicated to the ITASF only. The ITASF would answer to a defense council and the Chancellor.

We would be willing to help underwrite the cost and build such ships at cost. Our naval and/or space guard academies could begin training such a force.

1) Such technology not be exported to unlicensed third parties.

2) Honoring of patents (not likely a problem)

3) No disclosure of the manufacturing process or design specs to third parties.

The Durandal have indicated they wish to use such technology in military applications. It is not our intent to spread this technology in military weapons. Your refusal to forswear military use of this techonolgy (particularly given our history) is grounds enough for refusal to export it to you.
